
Two county government workers were charged at a Milimani law court for procuring registration with false pretenses contrary to the law.
John Marenge and Richard Macharia Waitara, jointly with others who were not before the court, were charged that on August 25, 2022, at an unknown place within the country, the officials of the registration of persons in Lunga Lunga sub-county, willfully and unlawfully procured registration of an identity card for Dahir Osman Abdi purporting to be Kenyan eligible to be issued with an ID card a false fact.
Marenge, the registrar at Lunga Lunga sub-county, faced four separate charges of forgery and procuring registration with false pretenses.
The court heard that on January 30, 2022, at the registration office of persons at Lunga Lunga sub-county, while the sub-county registrar, obliged with the responsibility of identifying Kenyans eligible for registration and issuance of ID cards forged the signature of Dominic Kiarie, former assistant county commissioner.
He purported the signature to be genuine made by Dominic on registration form 136A S/ No 0653439 filled for one Farhan Farah Abdullahi, which he knew to be false.
With intent to deceive or fraud, he was faced with another charge of forging the signature of a senior chief of Vanga location Abdallah Kama, purporting it to be a genuine signature made by the said old chief on registration form 136A/0653439 filled for the one Farhan Farah Abdullahi a fact he knew to be false.
He then procured the registration of the ID card to the said Abdullahi, purporting to be a genuine and eligible Kenyan citizen to be issued with an identity card, a fact he knew was not valid.
His co-accused, Richard Macharia Waitara, who is a clerical officer in the Lunga Lunga sub-county, faced two counts of procuring registration by false pretenses to one Dahir Osman Abdi.
They appeared before the Milimani senior principal magistrate, Dolphina Alego, and denied the charges against them.
The magistrate released the first accused person, John Marenge, on bond of Sh 1.5 million with two sureties of the same amount or alternative cash bail of Sh 1 million with two contact persons.
Richard Macharia Waitara’s accomplice was released on bond of Sh 250,000 with a surety of the same amount or alternative cash bail of Sh 100,000 with one contact person.
The matter will be mentioned on January 16, 2024, for pre-trial.
