DCI Nabs Suspect in OCS Talaam Phone Swindling Scheme
In a report presented by Inspector Moses Adeli, the DCI confirmed that they had arrested one suspect, Rono Kiprotich Brian, on July 20.
The Directorate of Criminal Investigations DCI has managed to arrest one suspect who allegedly used former Central Police Station boss Samson Talaam’s phone to swindle members of the public.
In a report presented by Inspector Moses Adeli, the DCI confirmed that they had arrested one suspect, Rono Kiprotich Brian, on July 20.
Adeli told Milimani senior principal magistrate Benmark Ekhubi that DCI officers arrested Rono in Embakasi, Nairobi, from whom they recovered 29 used and 13 unused SIM cards and three mobile phones.
“On July 20, the investigating team comprising DCI officers arrested Rono who is linked to the sim card swapping syndicate and recovered three mobile phones 29 used and 13 unused sim cards,” Adeli told the court.
He said although Talaam was in custody, his phone was used by the suspect to transact.
While tabling the report in court, he said the suspect is believed to be working with a large group to swindle the public.
He said that the cybercrime fraudsters have swindled members of the public through the OCS, and that he needs finances while in custody.
The officer discounted fear that Talaam, who is charged with the murder of a teacher and blogger, Albert Ojwang, did not make a public request for financial assistance.
The former OCS had asked the court to order the DCI to investigate who had used his phone to solicit money from his defense lawyer, Cliff Ombeta, among others.
The officer stated that investigations are ongoing to bring to book other suspects who are working in cahoots with Rono.
On June 20, 2025, Senior Assistant Director of Investigations at the Independent Policing Oversight Authority (IPOA), Abdirahman Jibril, informed the court that they have already written to the DCI requesting him to institute an investigation into allegations that a mobile phone belonging to OCS Samson Talaam is being used to solicit funds from members of the public.
The magistrate had issued summons for Jiril to appear in court over allegations of misconduct relating to the handling of a mobile phone belonging to an OCS Talaam who has since been charged with the murder of blogger and teacher Albert Ojwang.
The summons were issued after a heated session following concerns raised by defence lawyers, namely Danstan Omari, Stanley Kang’ahi, and Cliff Ometa, representing the OCS.
The defence lawyers alleged that the phone belonging to Chief Inspector Talaam, currently in IPOA custody, has been used inappropriately to solicit money from members of the public.
“Your Honour, we have credible evidence that individuals, including respected lawyer Ombeta, have received messages from Talaam’s number requesting money,” Omari told the court.
The lawyer added that the alleged fraudulent messages appear to be part of a wider scheme, noting that family members of the OCS have also reported receiving distressing messages from the same number, which is supposed to be securely stored by IPOA investigators.
Talaam and five others have been charged with the murder of Albert Ojwang in the police cell at Central Police Station on the night of June 7, 2025.
They are due to appear before Kibera judge Justice Diana Kavedza.
